Can I use the mockups commercially?

Yes. The mockups show your book — your cover, your title — so they're yours to use for any commercial promotion: paid ads, your author website and store, retailer pages, press kits, and social media. There's no separate licensing to worry about; when you've unlocked the book, the pack is yours to market with however you like.
